Are you wishing to use the WAV file as background
sound, or you just wish to offer a link to it on the page?

If you can't get it uploaded it may be that it is either named illegally with spaces and/or special characters or is missing it's format extension, or is too large - maybe more than your account disk space has room for, or too large for the type of net connection you have to upload well through the AF uploading tools. Try FTP if you're sure you have enough room for the file and are working on a slow connection like modem. Remember that very small sound files are best for background sound. They should be small enough to load long before a visitor has finished reading your page and has moved on. Wav files are often too large for that purpose.
